Russia And Arab States Agree On Libya Stabilization Plan

The participants at the Forum of Russian-Arab Cooperation agreed to continue developing efforts to contribute to the normalization in Libya, declared the Minister of Foreign Affairs of Russia, Sergey Lavrov, at the closing of negotiations held with the Secretary General of the League of Arab States, Ahmed Aboul Gheit.

“We have agreed to continue working on the normalization of Libya,” said Lavrov.

The Russian foreign minister said that those gathered expressed their support for the efforts of the UN special representative, Ghassan Salame, on the implementation of the Road Map, prepared by him, to contribute to the normalization in Libya.

“The common task of the interested parties is to help the Libyans overcome the existing discord and reach agreements that lead to national reconciliation,” said Lavrov.

Libya's GNA Forces Strike Haftar Army Positions Near Tripoli - Source

Government of National Accord (GNA) aviation is targeting the Field Marshal Khalifa Haftar's Libyan National Army (LNA) positions located not far from Libya's capital, Tripoli, an LNA source told Sputnik.

"The military aviation of the Government of National Accord has hit the LNA Army's points in the Sukh al-Akhad region located in 40 kilometres from Tripoli," the source told Sputnik.

A Failed State Called Libya

New reports suggest forces loyal to Libya’s Tripoli government have recaptured the former international airport in the south of the capital from eastern forces. This is while clashes are still ongoing in the Qasr ben Ghashir area next to the airport.

This comes after an increase of fighting and violence in Libya, as rival factions contending to be the country's legitimate government drag out a prolonged conflict. Leading the military, General Khalifa Haftar has vowed on an assault on Tripoli, the country's capital city and seat of the administration backed by members of the United Nations Security Council. Western nations have called for the fighting to stop, accusing the marshal of launching an illegitimate and undemocratic coup.

Libya's problems aren't new or even surprising. They are all an extension of a catastrophic foreign policy decision made at the beginning of this decade, which is to have violently overthrown Muammaoutr Gaddafi and to have plunged the country into a crisis it has not recovered from.

'Brief skirmish' near Libya's Tripoli as Haftar's LNA heads west

Libya's internationally recognised government in Tripoli has declared a military alert after eastern forces loyal to renegade General Khalifa Haftar said they had moved towards the western part of the country.

A brief skirmish between Haftar's self-styled Libyan National Army (LNA) and forces allied to Prime Minister Fayez al-Serraj, the head of the Tripoli-based administration, was reported on Wednesday evening near a town south of the capital.

"Right now they [there] are clashes south of Tripoli ... in Gharyan," LNA spokesman Ahmed Mismari told the UAE-based al-Arabiya channel.

No casualty figures or details were immediately available.

The oil-rich country, which has been in turmoil since the NATO-backed removal of its long-time ruler Muammar Gaddafi in 2011, has at least two rival administrations: one based in Tripoli, and another in the eastern city of Tobruk, which is allied with Haftar.

Rival Libyan forces say they have captured Tripoli airport

Forces loyal to rival Libyan army commander Khalifa Hifter said Saturday they seized control of the main airport in Libya's capital Tripoli, two days after Hifter ordered his forces to seize the seat of Libya's U.N.-backed government.

Hifter's media office said in a post online that they took full control of the Tripoli international airport and were working to secure the facility. They posted photos of troops apparently inside the airport, saying "we are standing at the heart of the Tripoli international airport."

Hifter's offensive on Tripoli could plunge the oil-rich country into another spasm of violence, possibly the worst since the 2011 civil war that toppled and later killed longtime dictator Moammar Gadhafi. The country is governed by rival authorities: The internationally backed government in Tripoli and the government in the east, which Hifter is aligned with. Each is backed by an array of militias.

Only functioning airport in Libya's Tripoli hit by air raid - reports

The only functioning airport in the Libyan capital of Tripoli has been hit in an air raid, local TV and several agencies report, citing eyewitnesses. Heavy fighting broke out between the forces of the country's two governments.
A military aircraft belonging to the Libyan National Army forces has reportedly targeted Mitiga airport, located in the Libyan capital’s eastern suburb. Commanded by Field Marshal Khalifa Haftar the group challenged the government in Tripoli for power.

The Libyan authorities confirmed that the airport was closed following the airstrike, but provided no additional information on casualties or damage resulting from it. Mitiga has been the only airport used for international flights since the capital’s international airport was destroyed back in 2014.

Libya is back in the headlines after one of its two competing governments sent troops towards Tripoli. If another bloodbath happens there, it will be the inevitable result of the 2011 NATO bombing campaign, an expert told RT.
The Northern African country was once stable and quite prosperous thanks to large revenues from oil trade. But since 2011, when NATO supported a militant uprising and helped topple, then kill, longtime strongman leader Muammar Gaddafi, it remains a fractured failed state. Last week, the unending feuds between rival factions escalated, with Khalifa Haftar, a powerful military commander, launching an offensive against his rivals from the UN-recognized government in Tripoli.

The general is unlikely to immediately heed calls for a political settlement, believes US political commentator and historian Gerald Horne. This may escalate into a major battle in the capital.

Please remember; Secretary of State Hillary Clinton, was cheer-leading for Gaddafi's removal, and by any means necessary; once he had been assassinated, this threw the country into turmoil in 2011, and 8 years on, the turmoil continues.

This was one of the most spectacular "epic fails" of Clinton's tenure as Secretary of State, and ... if (God help us, no), she decides to run for President, and wins, one has to wonder; what other spectacular defects in her logic and vision will she demonstrate to both this country and the world?!?

I am looking at many of the possible geopolitical situations here which could go "mammary glands up" in a heartbeat, if unsound, or truly monumentally bad decisions are made by this country's leadership about how the US should approach challenges abroad.

So color me nervous about Libya right now; there are many factions looking at what seizing Tripoli, and the country, could mean for them, economically; and I would rather suspect that the US government is standing right in front of that line, trying to figure out how best to conjure a Lybia 2.0 invasion, but struggling to find ways which potentially insure, that the optics of such an invasion...appear to be a very different kind of animal, let's say, for example, like perhaps several battalions of enraged, GMO'd kangaroos, covertly chucking death stars out their pouches.

BUT, MIND YOU, THIS WILL NOT BE AN INVASION!!

But seriously, I have to wonder, if I had family in Libya, how I would get them out, or get them to safety, if the airports are ordered closed because of an on-coming military attack? If I had kids, or medically fragile elderly members who needed special care, and attention.

These are the kinds of brutal choices many families in the Middle East, Africa, and South Asia must make on a daily basis; but for me, the worst of this is, that these decisions are far too frequently a direct result of US foreign policy in their countries.

Time will, of course, resolve this; but to see so many people throughout the Middle East are are suffering, and will suffer so catastrophically because the international battles for their oil (usually courtesy of the Unhinged, Surveilled State of America).

I know that I am a citizen of a country whose leadership is very comfortable with being war criminals. As a Christian Pacifist, I never advocate violence.

But my suggestion here, is that my brother and sister Americans, need, urgently, to have a national conversation about what we can do (again peacefully) to assist our government in creating a different tone of its foreign policies, which might resemble a reasonably sane foreign policy.

Sanity in foreign policy tends to lead to peaceful, amicable relations with a country's neighbors, and the world.

This government desperately needs to rediscover what that means.

Marine Corps General Says US Forces to Relocate Outside Libya

U.S. military officials say American forces will temporarily leave Libya three days after a renewed flareup of fighting between rival armed groups.

Marine Corps Gen. Thomas Waldhauser, head of U.S. Africa Command, said in a statement Sunday "the security realities on the ground in Libya are growing increasingly complex and unpredictable."

He did not say where U.S. forces will relocate to.

The Libyan National Army under the command of Field Marshal Khalifa Haftar declared on Saturday a no-fly zone for combat aircraft in the country’s western part, where it is mounting an offensive against Tripoli, the Al Arabiya TV channel reported citing the military.

"The Libyan army declares the western region of the country a military operation zone and imposes a ban on combat aircraft flights in the area," the military said in a communique. "We will carry out strikes against any airports in the west from where sorties are made.".

Fears were mounting of renewed civil war in Libya after militias allied to the government in Tripoli captured scores of troops from a powerful rival force, and the UN secretary general, António Guterres, warned he was ending a visit to the country “with a heavy heart and deeply concerned”.

Guterres suggested a key meeting with eastern commander, Field Marshal Khalifa Haftar, had not resulted in assurances from the strongman leader to avoid an escalation of tensions.

Top US General Denies Plans to Leave 1,000 Troops in Syria

US Joint Chiefs of Staff Chairman Gen. Joe Dunford issued a statement Monday denying weekend media reports that the US plans to leave around 1,000 troops in Syria, saying the reports are “factually incorrect.”

Dunford presented the current planned “residual force” as 200, saying that this hadn’t changed since February. The US announced 200 would stay on February 21, but on February 22 officially increased that number to 400.

It’s not clear from Dunford’s statement where the “incorrect” aspect of the new report, which came out of a Wall Street Journal, exists. That report suggested that the 1,000 figure was not yet finalized, but was being discussed. Dunford’s comments didn’t include any details on what is actually being discussed, but just that nothing was finalized.

LIBYA'S "GADDAFI 2.0" EYES MILITARY TAKEOVER OF TRIPOLI, COULD RATTLE GLOBAL OIL MARKETS

Libya is coming apart again — though of course it was never put back together in the first place after NATO's regime change war to topple Muammar Gaddafi in 2011 in the first place. Since then it's been a jihadist wasteland of three, or at times up to four, competing governments vying for control of land and resources.

And now, as Bloomberg reports this week "Libya’s most powerful warlord has his sights on the capital" of Tripoli and "even his international backers are nervous." Who are Khalifa Haftar's international backers? He was for a couple decades believed to be on the CIA's payroll while living in suburban Virginia outside Washington, D.C. in exile during Gaddafi's rule. He's also financed by the UAE and quickly emerged as a main player collecting the spoils in the aftermath of the US-French-NATO bombing campaign in support of the rebels.

The Telergaph argues that Russia wants to prevent the West from controlling the flow of Libyan oil that goes to Europe.

Libya's Biggest Oil Field Restarts

Libya’s biggest oil field resumed production, adding another complication to OPEC’s effort to trim a global supply glut.

Sharara resumed production and is expected to reach 80,000 barrels in one day, according to people with knowledge of the matter who asked not to be identified because they aren’t authorized to speak to the media. Regular output will be fully restored in the coming days, now that the site has been re-secured after a three-month occupation at the site, state energy producer National Oil Co. said in a statement.

The field in southern Libya has a capacity of 300,000 barrels of crude a day. It was shut down in December after guards and armed residents seized it over financial demands and was then taken over last month by forces loyal to eastern militia leader Khalifa Haftar.

Haftar forces kill 19, burn houses in S. Libya: MP

Forces of East Libya-based commander Khalifa Haftar have killed 19 people and burned dozens of houses in southern Libya, a Libyan lawmaker claimed Monday.

In statements to a local television, Mohammad Adam Lino said around 90 houses have been burnt to ashes by Haftar's forces.

"They burnt down 90 houses, including those of my brothers and father," said Lino, a member of the Tobruk-based parliament.

He added that the bodies of 19 people had been transferred to hospital in Merzek region in southern Libya.

Last month, Haftar's forces launched a military offensive in southern Libya on the claim of fighting al-Qaeda and Daesh militants and clear the area of Chadian rebel groups.

This Is How AIPAC Really Works

One thing that should be said about Representative Ilhan Omar’s tweet about the power of the American Israel Public Affairs Committee (more commonly known as AIPAC, or the “Israel lobby”) is that the hysterical reaction to it proved her main point: The power of AIPAC over members of Congress is literally awesome, although not in a good way. Has anyone ever seen so many members of Congress, of both parties, running to the microphones and sending out press releases to denounce one first-termer for criticizing the power of… a lobby?

Somehow, I don’t think the reaction would have been the same if she had tweeted that Congress still supports the ethanol subsidy because the American Farm Bureau and other components of the corn/ethanol lobby spend millions to keep this agribusiness bonanza going (which they do). Or that if she had opposed the ethanol subsidy, she would have been accused of hating farmers.

What I have the most difficult time with, as an American who cares about her country, is seeing its Middle East foreign policy completely dictated by a foreign government, Israel.

Israel wanted to see Iraq broken, and incapable of actually competing with it economically; so what happens?!? The US goes in with an invasion and occupation, killing, wounding, and maiming countless numbers in the process.

Israel wanted to see Syria broken up and destroyed, with full-tilt regime change in Damascus, so what happens?!?!? The US government throws money, training, and weapons to jihadists, who were supposed to do the regime change here, but Russia intervenes and saves the day for the Al-Assad government.

Oh, and there is a little "beachhead" of sand where there are some American troops, and a very strange, flimsy, hollow statement coming from President Trump that they will be out by April, but that security necessitates a slow withdrawal.

Now Israel wants to see Iran pounded and broken up; so Mike Pence goes to Warsaw, and he and Netanyahu absolutely underwhelm their captive audience with massive lies about Iran's moves to cause destabilization and turmoil throughout the Middle East.

You see the pattern here?!?

So Mr. President, a word, please; I know that Netanyahu would love for the US military to go into Iran and bomb the beJesus out of it, just to make a point that whatever Israel and AIPAC want, they will ultimately get from the US.

But sir, I would strongly suggest caution here, because Iran hasn't given the either the US - or Israel - a reasonable excuse to attack it, short of a false flag somewhere, to blame on it.

The Russian relationship with Iran goes back centuries, and if Iran is attacked, Russia (and perhaps China)may well come in on Iran 's side.

And Mr. President, the sad truth of it is, at this point in the 21st century, the US military doesn't have the troop strength; the money; the weaponry, or the manufacturing to insure a positive outcome in a war over Iran, between the US, Russia, and China.

Oh yes, this government spends a great deal of money for its weapons; but the Russians and Chinese are pulling ahead with technology very quickly.

And the next time Bibi tries to "nudge" you with a phone call, that Israel needs MUCH more from its great friend, the US, which has already committed $38 billion dollars in aid to Israel over 10 years, starting in January of this year, please stand your ground, and say, "THIS time, Bubbie, I will not break up Iran for you, on top of everything else we have given you".

"You are a nuclear-armed country which refuses to sign the NNPT, and have your weapons sites inspected (which makes ANY US funding or weapons illegal, under the Symington Amendment, and the Mann Act), which Iran actually DID."

UN Special Envoy for Libya Receives Lavrov Invitation to Visit Russia

Mass grave of Christians killed by Islamic State found in Libya

A mass grave of 34 Ethiopian Christians executed by the so-called Islamic State group in 2015 has reportedly been unearthed in Libya.

The bodies have been exhumed and will be eventually repatriated to Ethiopia, the Libyan interior ministry says.

Libyan government authorities found the mass grave Dec. 23 after obtaining information from arrested Islamic State members. The grave appears to be located on a farm near the coastal city of Sirte, 170 miles southeast of Misrata.

Islamic State gained control of Sirte in 2015, but United Nations-backed forces regained control of the city in December 2016 after months of deadly fighting.

Suicide bombers, militants attack Libya's foreign ministry in Tripoli

Suicide attackers stormed the Libyan foreign ministry in the capital Tripoli on Tuesday, killing at least three people including a senior civil servant in an attack claimed by the Islamic State (IS) group.

A further 21 people were wounded in the attack, authorities said.

A car bomb exploded near the ministry, prompting security forces to rush to the scene, said special forces spokesman Tarak al-Dawass.

A suicide bomber then blew himself up on the second floor of the building while a second attacker died when a suitcase he was carrying exploded, he said.

Libya’s Lost Hope

When the United States, France, the UK and a number of other governments sent forces into Libya, the people were to have security and democracy. Seven years later, all that they have had is chaos, death and destruction.

When General Khalifa Haftar boarded the Russian aircraft carrier, Admiral Kuznetsov in January 2017, Putin announced that the Libyan general had a powerful friend, but Vladimir Putin is not General Haftar’s first important friend. Once, he was one of Muammar Qaddafi’s favorites and was given the honor in 1986 of leading an invasion of neighboring Chad. The venture failed and Qaddafi denounced him as a rogue and abandoned him. He would have remained a prisoner of the Chadians if the CIA hadn’t rescued him and moved him to the United States to organize the National Front for the Salvation of Libya in preparation to depose the Libyan dictator.

But mending this country, which fell apart at the seams, after Qaddafi was assassinated by American-backed mercs, will be a very difficult thing to do; I have to wish general Haftar luck, in this endeavor, and hope that he will have both the resources with which to heal these national wounds in Libya.

Libyan Parliament adopts amendment that divides the country into three constituencies

A spokesman for the House of Representatives of Libya, Abdullah Blihaq, announced that the parliament approved on Monday, an amendment to the constitutional declaration (interim constitution since 2011), which divides the country into three constituencies rather than one. Blihaq said in a statement published on the official website of the Parliament that “The parliament resumed its official session on Monday under the chairmanship of its president, Aguila Saleh, in the presence of First Deputy Fawzi Al-Nuwairi and the second deputy, Ahmed Huma.”

He added that “a constitutional amendment was approved, including the fortification of Article VI, of the referendum law on the permanent constitution of the country, under which Libya is divided into three constituencies.”

Belgium accused of handing Libya's frozen cash to militants as 'BILLIONS goes missing'

Prosecutors are investigating whether Belgian banks paid out interest and dividends on accounts frozen under United Nations sanctions during the collapse of Muammar Gaddafi’s Libyan dictatorship, according to public broadcaster RTBF.

During the Libyan revolution in 2011, the UN Security Council froze Libya’s sovereign assets abroad., which included accounts at four Belgian banks.

BNP Paribas Fortis held €43 million, while ING, KBC and Euroclear Bank held €376 million, €869 million and €12.8 billion respectively in Libyan assets.

According to RTBF, interest and dividends of between three and five billion euros had left the accounts since 2012 despite the UN freezing the assets.

While it is not known how the profits were used, an expert believes there is overwhelming evidence to suggest the funds were used in arms and human trafficking crimes.

Investigations reveal the fate of Gaddafi’s billions which have vanished in Belgium

On Monday, a Belgian TV channel unveiled the investigations conducted by the Belgian Attorney-General, Georges Gilkinet, over the disappearance of billions of Euros from the accounts of Libyan Colonel Muammar Gaddafi in Belgian banks.

Prosecutors are investigating whether Belgian banks paid out interest and dividends on accounts frozen under UN sanctions in 2011 after the ouster of the Libyan leader Muammar Gaddafi.

Up to €5 billion ($5.7 billion) could have been disbursed to people controlling Libyan accounts, including militia groups in the country which stand accused of human rights abuses, according to a report by public broadcaster RTBF which cited an unidentified source.

Those who supported the UN’s “humanitarian“ intervention at the time believed that the world should be celebrating that, at last, it had come together to carry out military intervention for purely for humanitarian reasons. We Libyans in particular we were supposed to jump for joy and happiness that the UN came to our rescue in an unprecedented way.

Yet the victory claimed in Libya seven years ago was nothing but another Western war aimed at weakening a previously-stable country. Western intervention aimed to change the Libyan regime by force, in contravention of international law and the UN charter, which prohibits any country from intervening in the internal affairs of another.

Look, Muammar Gaddafi was a thief, plain and simple – but he shared the wealth with his people, something you can’t say for the “leaders” of the US.

Before the US destabilization, Libya had the highest standard of living in Africa: free universal health care, free universal education, and many other benefits American citizens can only dream of.

Now the country is in ruins, it’s infrastructure destroyed, the social order is in chaos, atrocities have become a daily occurrence and its weapons stockpile is now in the hands of terrorists.

The US did that, not because Gaddafi was a threat, but because the US declared there was a “civil war” and they had to come down on the side of “freedom” and “humanitarian aid.”

Sound familiar?

This is the same scam Bill Clinton ran in Yugoslavia. The same scam being run now against Syria.

Libya: UN Chief 'Alarmed' By Violations of UN-Backed Ceasefire in Libya

United Nations Secretary-General António Guterres stated on Friday that he is "alarmed by the increasing number of violations of the ceasefire" in the capital of Libya, Tripoli, which has led to the death of dozens of civilians.

Violence escalated in the city in August, with rival militias fighting and with tanks and heavy artillery deployed into residential neighborhoods. News reports indicate that, to date, over 100 Libyans have been killed in the violence and dozens more injured.

The Secretary-General extended his condolences to those who have lost loved ones and wishes a speedy recovery to those injured as a result of the continuing violence.

A month of violent in-fighting in Libya’s capital has prompted the “official” government of Libya to call for UN intervention, just seven years after the 2011 NATO intervention laid waste to the country and plunged it into a state of chaos from which it has never recovered.

In late August, the Libyan capital of Tripoli became gripped by in-fighting between rival militant factions, factions that all technically operate under Libya’s UN-recognized Government of National Accord (GNA). The fighting allegedly began when one of the armed groups, the Kaniyat, launched an attack on Tripoli after media reports had emerged detailing the lavish lifestyles of other GNA armed groups, like the Tripoli Revolutionaries’ Brigade.

Local media reports have indicated that the warring groups have used heavy weapons, including artillery, to gain the upper hand and that residential areas have been targeted. In addition, the chaos in the capital also resulted in one of the largest prison breaks in Libya’s history, resulting in the escape of around 400 detainees, some of whom joined the fight.

TWO KILLED AFTER ARMED MILITANTS STORM LIBYA’S STATE OIL CORPORATION HQ IN TRIPOLI

Two workers at Libya's National Oil Corporation (NOC) have been killed after a militant attack on the company’s headquarters in Tripoli on Monday, according to local law enforcement. They say two of the attackers were also killed.
"The death toll so far is two killed from NOC staff and two attackers," Ahmed Ben Salim, a spokesman for the Special Deterrence Force, told Reuters.

Earlier on Monday, witnesses reported hearing explosions and gunfire, with smoke rising from close to the NOC offices. Security officials said they were attempting to deal with militants attacking the building.

Security forces took up positions around the offices in central Tripoli, while surrounding roads were cordoned off. Witnesses said they saw ambulances leaving the site. A member of staff from a hotel next to the NOC offices said that he had heard around five blasts.

Libya Oil Firm Staff Killed in Headquarters Attack

Armed men stormed the headquarters of Libya's National Oil Corporation (NOC) in Tripoli, where a blast and gunfire were heard, according to officials and witnesses.

At least two staff of the oil firm and two of the gunmen were killed in the attack on Monday, Ahmed Ben Salim, a spokesman for the Special Deterrence Force, told Reuters news agency.

"The death toll so far is two killed from NOC staff and two attackers," he added.

Forces linked to Libya's UN-backed government published pictures of a leg which it said belonged to one of the gunmen who had blown himself up.

Meanwhile, Interior Minister Brigadier General Abdul Salam Ashour told the Associated Press the gunmen have taken several people hostage.

It's really hard to keep up with who's fighting who. If you think the situation in Syria is complicated, you haven't been paying much attention to Libya. As the BBC article acknowledged: "Libya has faced continuing chaos since NATO-backed militia forces, some of them rivals, overthrew long-serving ruler Colonel Gaddafi in October 2011."

Libya Chaos: Rockets Rain Down On Tripoli, Mass Prison Break Of 400, Week Of Street Battles

After we reported heavy inter-factional fighting within the UN-backed Government of National Accord (GNA)-controlled Tripoli last week, Libya's capital city has only descended into further chaos and is quickly sliding toward full-on civil war.

On Saturday a barrage of rockets rained down on the city center, reportedly striking residential homes and a popular hotel; and tanks continue to roam the streets amidst intensifying street-to-street fighting which after a week has left 40 dead, nearly half of those civilians, and four of those children. Local authorities also have cited over 100 wounded in battles that have often raged in the heart of residential areas in Tripoli's southern districts.

And what's more, the largest prison break in the country's recent history occurred on Sunday, with some 400 detainees taking advantage of nearby fighting in southern suburbs to escape Ain Zara prison, according to the AFP.

Renewed fighting has broken out between rival armed groups in and around Libya’s capital Tripoli despite a newly-reached truce in the area, leaving dozens of people dead or injured over the past week.

The violence erupted earlier this week, with two of the capital's largest warring factions linked to the UN-backed Government of National Accord (GNA) entangled in street battles over control of the city.

Clashes between the Seventh Brigade from Tarhouna, a town southeast of Tripoli where the GNA is based, and the Tripoli Revolutionaries' Brigades (TRB) further escalated after a barrage of rockets hit several parts of the capital.

Why did a coalition of 19 countries including the US and NATO destroy the Libyan regime and in every sense, the stability of the country in 2011?

One reason of course was the financial independence of Libya, the plan to create the gold backed African Dinar currency as many people are familiar with (which was proven by leaked emails years after everyone already knew).

Another reason they took out Gaddafi in Libya was because, as usual, they wanted to harvest everything they possibly could in the country.
